Job requirements:
– Business or Management education (academic master degree)
– Minimum 8 years of job experience, also in managerial position, preferably in international companies
– Profound Oil and Gas industry experience, preferably in exploration and production business
– Program and Project Management experience and (preferably) PMI or IPMA certification
– (Preferably) knowledge of and experience with SAP, especially SAP PS
– Extensive user experience regarding Project (Portfolio) Management Software solutions (ideally, but not restricted to CA Clarity)
– Experience in designing and preparing addressee-oriented management reports (especially regarding project portfolios as well as single projects)

– Cross-border organizing ability in Romanian and English language and prominent organizational and communication skills acquired in multinational groups of companies (e.g. ability to design, plan, prepare and carry out large group workshop sessions with middle and senior management participants)

– Business fluent Romanian and English skills (written and spoken language)

Job scope:

– Holds overall responsibility for operating and further developing the Strategic Project Management Office - E&P
– Acts as trusted advisor and provides counseling upon request, in matters concerning E&P strategic project management, based on profound professional expertise and deep understanding of the department’s specific activities
– Challenges project scopes, timeliness, budgets and cost targets in order to drive the optimization of resource allocation while securing the achievement of best possible results
– Is responsible to get overall CAPEX projects portfolio in track and keeping this in budget with the coordination of projects managers
– Role played by this position is to assure the alignment between projects together with Project Managers

1. Planning and forecasting duties:
– Is responsible for planning and forecasting resources needed in order to maintain fully operational PMO function at E&P, in accordance with the company’s overall strategy and under consideration of all relevant factors (e.g. budget)
– Provides active support and professional assistance to Program and Project Managers in the course of project planning and detailing with methodological competence in defining and delimiting tasks and measures
– Is responsible for challenging, evaluating and giving feedback to project proposals and plans submitted by Project Managers; holds holistic overview in order to identify potential synergies and further improvement potentials
– Is responsible to deliver agreed reports to the top management and to early identify deviations from the schedule and budget and develop together with the Project Managers contingencies plans

2. Industry knowledge:
– Has deep knowledge of project management principles, as applied in the Oil & Gas industry
– Strives to improve the global industry knowledge especially in terms of project management techniques used in the industry
– Has methodological project management know-how and experience, practically applied in large and medium scale strategic as well as technical projects, ideally as former project manager and/or project owner
– Has in-depth understanding of financial and accounting aspects of project organizations (incl. financial planning/budgeting and controlling)
– Has deep knowledge of any other relevant methodologies, standards or practices applicable for project planning, coordination, controlling and reporting
– Keeps continuously updated about relevant best practice models in the Oil & Gas industry

3. Organization:
– Is responsible for checking project proposals and plans for consistency and plausibility regarding industry specific processes and typical resource consumption
– Holds responsibility for further supporting the full implementation of consistent project and project portfolio management system at E&P initiated in 2010
– Ensures Corporate Project Management standards are applied throughout E&P in a consistent manner and drives increase in compliance level with all relevant regulations
– Drives the establishment of a systematic program and project follow-up process at the end of the project life-cycle, thus ensuring continuous improvement in project planning & project execution by leveraging lessons learned; applies professional expertise in order to ensure that lessons learned are fully applied for the optimization of future activities
– Provides expert support for the moderation of project ideas and measures’ filtering processes
– Conducts in-depth analyses of the entire project portfolio as well as of individual projects based on reported data and follows up on information gaps and deviations, in order to fully explain results and to identify adequate corrective measures
– Identifies and highlights critical project developments based on report analysis in terms of project risk monitoring and management; holds holistic overview of the project in order to be able to identify changes in the risk profile and appropriate mitigation measures as soon as possible
– Initiates and supports with professional expertise the definition of (IT) interface requirements (e.g. towards SAP PS) in order to achieve an optimized system landscape for strategic project management processes
– Supports the development of plans for contingencies and reacts promptly to unexpected issues that may affect the realization of project objectives or reaching the deadlines
– Identifies and supports the management of interdependencies within the projects between projects streams and with other business processes within E&P
– Acts as point of contact in order to support alignment with internal and external project stakeholders
– Monitors the respective necessities and organizes theoretical and practical project management trainings, especially related to Project Management standard software in place; acts as mentor to other staff within the department in order to drive profound understanding and professional use of concepts and tools
– Establishes a project management community and nurtures a professional project management culture within the organization; pro-actively supports knowledge sharing and know-how transfer

4. Coordination:
– Is responsible for ensuring full integration of project & portfolio management processes in the overall management control cycle (e.g. strategy process, business planning, budgeting, forecasting, reporting), in particular for organizing and safeguarding close coordination with the Strategic and Performance Management Department at E&P in order to secure an aligned view of the project landscape and valid data on projects fitting with mid-term planning (MTP) and budgeting requirements
– Collaborates and closely works together with the Project Management Office at E&P Project Planning & Project Services Department in order to establish, align and maintain common standards for Strategic (i.e. Business) and Technical (i.e. Investment) projects
– Acts as point of contact to Corporate Program Office in Vienna for Business projects, underlying processes and project management standards
– Acts as point of contact for E&P PMO for Investment projects, underlying processes and project management standards

5. Reporting:
– Is responsible for presenting relevant information for decision making on time, in the appropriate level of detail and quality
– Is responsible for implementing and enforcing tight and compulsory information update and report generation processes throughout the entire E&P organization
– Designs single project and project portfolio reports for E&P Management and its direct reports, relying on profound professional expertise in order to ensure maximum efficiency and accuracy in reporting
– Ensures preparation of standard as well as on-demand reports for E&P Management, Project Managers and Project Owners
– Supports the decision making process with ad hoc reports on specific matters and suggestions for the best solution in each particular case
– Makes sure reports and documents are properly archived

6. People development:
– Supports line manager in fulfilling his/ her responsibilities related to people development upon necessity
– Acts as mentor for other positions within the department/ on local level, in order to support knowledge transfer and know-how sharing
– Provides explanations and teaches other people (Project Managers, Project Owners, Project Editors, Project Controllers etc.) major project management processes and workflows
– Demonstrates standard project management software functions to involved project parties, and assesses level of understanding and further training needs and acts as support and coordination function in case of emerging technical requests
– Provides all necessary documents (guidelines, handbooks, manuals, procedures, templates) to ensure the accurate functioning of the project portfolio management system and processes

7. HSE duties:
– to ascertain and respect the legislation’s provisions in the field of health and security at work, protection against fire and civil protection as long as their implementation measures;
– to use the equipment of the current and protection activity according to the technical instructions;
– not affect the good functioning, not alter, change or arbitrary remove the security devices in the building where he/she is working;
– to communicate immediately to the employer and/or assigned employees any situation on which he/she have serious reasons to consider as a danger for the security and health of the employees, as well as any malfunctioning of the protection system;
– to inform the line manager and/or the employer about the accidents suffered;
– to cooperate with the employer and/or assigned employees in order to make possible the implementation of any measures or requirements of the law or related authorities;
– to cooperate with the employer and/or the related authorities in order to allow a work environment and work conditions without risks for security and health;
– to act, according to the procedures established at the work place, in case of occurrence of any imminent fire danger or other emergency situation;
– to provide to assigned persons all known data and information concerning occurred work accidents and/or fires.

– To the above mentioned responsibilities it is possible that some others (related to the job) will be added by your Line Manager, if business will require. In case the changes in the job content are significant, a new Job Description will be prepared by your Line Manager.
